According to Jinse Finance, citing a report from BeInCrypto, more than 300 victims and families of those affected by the Hamas attack on Israel on October 7, 2023, have filed a lawsuit against Binance and its founder Changpeng Zhao in the federal court of North Dakota, under the U.S. Anti-Terrorism Act. They accuse the defendants of knowingly assisting terrorist organizations in conducting cryptocurrency transactions. The 284-page complaint alleges that Binance processed over $1 billion in transactions for Hamas, Hezbollah, and other U.S.-designated terrorist organizations, providing services despite being aware that the accounts were controlled by these groups. The lawsuit details multiple terror-linked digital wallets, including a Venezuelan gold-smuggling network case in which a 26-year-old woman allegedly received $177 million in cryptocurrency and withdrew $43 million in cash to finance terrorist activities. This case comes less than two years after Binance’s 2023 guilty plea and its $4.3 billion settlement, and within the first month after Changpeng Zhao was pardoned by former President Donald Trump. Under the Anti-Terrorism Act, Binance could face treble punitive damages if found to have aided international terrorism. In February, a federal judge in New York ruled that the plaintiffs had reasonably alleged that Binance knowingly and substantially assisted the attack. Binance is currently facing four related lawsuits in the United States.
